Creating pathways for communities with different capacities to participate in a shared regional vision for climate action.
Penobscot Climate Action is a joint effort of local governments, organizations, and residents who live and work in the Greater Bangor region of Maine to advance climate goals within their own communities and together as a region. The collaboration spanned eleven communities -- including the more urban communities of Bangor and Orono, eight smaller and more rural surrounding towns, and Penobscot Indian Nation.
Together, the communities aimed to identify shared regional climate priorities, opportunities to partner and share resources, and different pathways for communities with different capacities to implement projects locally and at a regional scale.
The project team worked with BACTS and the eleven communities to:

Better understand community vulnerability through a climate vulnerability assessment and data visualization tool;

Conduct a greenhouse gas emissions inventory to better strategize pathways for reducing carbon pollution;

Identify principles and priority areas in collaboration with residents, Town staff, and other local leaders;

Facilitate a series of sector working groups to identify and prioritize top climate strategies for the region;

Develop a set of ten Implementation Toolkits with steps, resources, funding, and pathways for communities of different sizes and capacities to take action.
